David (Dave) Porter is currently a Business Consultant for Dextera Corporation providing direct support to the Department of Navy (NAVSEA 04). Prior to Dextera, Mr. Porter was the Executive VP and ABL (Allegany Ballistics Laboratory) Site Manager for Professional Services of America, Inc. Mr. Porter has an 18-year working relationship with NAVSEA. Prior to PSA, Mr. Porter was an Associate Partner and ABL Complex Manager within U.S. Federal, IBM Global Business Services (GBS). He was the IBM U.S. Federal GBS Industry lead at ABL, Rocket Center, WV. Prior to being acquired by IBM in March of 2010, Mr. Porter was the Director of ABL Operations for National Interest Security Company (NISC) which included 300 plus employees at ABL, Rocket Center, WV. He was the main point of contact with NAVSEA and was responsible for the over sight of all NAVSEA and NARA Programs. Prior to being acquired by NISC in December of 2007, Mr. Porter was the Director of ABL operations for Information Manufacturing Corporation (IMC), performing the same role he did for NISC. Prior to working for IMC, Mr. Porter worked for Alliant Techsystems (ATK) at ABL from 1999 to 2005 as the NAVSEA Program Manager and main point of contact with NAVSEA. Mr. Porter was responsible for the execution of all NAVSEA Programs, Program Management Office for the lease with NAVSEA and ATK ABL capital funds. Prior to coming to ABL, Mr. Porter worked in the construction field, mainly doing highway construction and earthwork. From 1984 to 1998, Mr. Porter worked for a construction firm starting out as a Field Engineer and left as President. Mr. Porter and his wife also owned and operated a small NASCAR retail business from 1998 to 2006.
